책소개

저자 이상윤은 한국의 글로벌 해양전략을 제시하기 위해서 먼저 제1부에서 과학기술과 국제정치의 상호 연관성을 근원적이고 학문적인 입장에서 그 내용을 다룬다. 그리고 제2부에서는 본격적으로 해양과학기술과 해양력, 그리고 세계 주요국의 해양전략을 다루고 한국에 있어서 가장 합당한 미래전략은 해양에서 주도권을 먼저 잡는 것이라 주장한다. 그리고 대담하게도 한국의 경항모운용과 핵추진잠수함대의 창설을 언급한다. 
이 책은 과학기술과 국제정치에 관련한 학문적인 내용과 함께 구체적인 해양정책에 관한 기본서의 역할을 하면서도 그 적용에 관한 실무서의 역할도 한다. 그리고 ‘발전된 기술’과 인간과의 더 깊은 상호관계를 설명하기 위해 부록을 두어 기술철학의 깊은 문제까지 접근한다. 해양정책연구자, 정치인 외에도 한국에 있어 바람직한 국가미래전략을 고민하는 사람이라면 반드시 한번쯤은 일독을 권한다.
